The film opens at the municipal building and construction department office (Mumbai, India). The superintendent of the office, Thakur, gets a telephone call from the industrialist Ranbir Gupta. Ranbir asks if his construction permits have been approved. Thakur is flustered, but informs him that a newly appointed clerk in his office is holding up the file.
The film introduces the new clerk, Kimtilal Saxena (Kadar Khan). When an ordinary guy approaches him with plans to extend the perimeter of his home (and, in accordance with prevalent practice, offers him a bribe), Kimtilal flatly refuses. The guy insists, so Kimtilal asks him to send up a cup of tea (with 2 spoonfuls of sugar) from the small shop opposite the office. The guy approaches the tea stall run by the eccentric tea vendor Kutti (Johnny Lever), only to discover that each spoonful of sugar is 200 rupees (the bribe for Kimtilal). The guy is surprised, but Kutti explains that one must change with the times. The guy pays Kutti and duly gets his permits. Kimtilal settles accounts with Kutti every evening, and that Kutti receives a small cut. The money trail touches everyone at the office.

Unemployed and branded a trouble-maker, Jaikishan lives a poor lifestyle in a slum-area called Asha Colony, very near Andher's Lokhandwala Complex along with his sister, Seema; mom and dad. Thakur Suraj Pratap (Jackie Shroff) sees a young woman performing pooja at a temple, and instantly falls in love with her. He finds out that the woman's name is Pooja (Ashwini Bhave), and belongs to a poor family, consisting of her dad, Ramlal, her mom, and a brother named Raju (Salman Khan). He approaches Ramlal for the hand of Pooja, and Ramlal is delighted to accept him as his son-in-law. They are married with pomp and ceremony. Pooja is very fond of Raju, and takes him along. At the Thakur's palatial home, they are introduced to Jyoti ( Rambha) Pratap's sister. Years later, all have grown up. Pooja has been unable to have any children, and Raju and Jyoti are in love. One day Suraj meets Vaishali (Shweta Menon), a stunning courtesan, and decides to make her his mistress. He disregards any advise against this decision, and even casts Raju away, and cautions him from having to do anything with Jyoti or his household. He even threatens to divorce Pooja over Vaishali. Unable to bear the shock, Ramlal passes away. Raju's attempts to convince Suraj to let go of Vaishali are all in vain, as Suraj openly weds Vaishali, and asks Pooja to accept this decision or else leave his house. Pooja will now have to decide to stay with Suraj or leave him with his new wife.

Naive and easily impressionable Vidya Bhalla would like her husband to be a dashing hero, one who is not afraid of anybody, one who can easily jump into a fire to rescue someone, one who is strong & romantic. She sees all of these qualities in Shiva Sathe, the son of Havaldar Purshotam Sathe, whose only dream is to see Shiva become a Police Inspector. Vidya informs her dad, Prithviraj, that she has found her dream man, the Bhallas and the Sathes meet and get the couple formally engaged. Then Purshotam arrests the son of a M.L.A., and as a result he is transferred to the notorious Kala Chowki Police Station in Bombay. Upon arrival he finds out that the Inspector in charge of the Police Station, Saini, has been severely beaten-up by Billa Jilani and is hospitalized. Purshotam arranges for his entire family to re-locate. Shortly thereafter Shiva's brother-in-law approached Prithviraj Bhalla and informs him that Shiva has become an underworld Don, he has severely beaten-up the existing don, Billa Jilani, and is busy taking haftas and bribes from everyone. Prithviraj decides to investigate, and he does find that Shiva has become a ruffian, known to the police, arrested a number of times, much to the chagrin of his dad. Prithviraj breaks off the alliance and accordingly informs Purshotam. Shortly thereafter another fight breaks out, this time Shiva is arrested, held in a cell for several days, then beaten up by his father and subsequently bailed out by a woman named Shanti. Eventually Shiva kills Billa.The film ends with Purshotam declaring to Inspector Saini, that Shiva is not recommended to be an inspector, since in the eyes of the law he is a criminal. Shiva's photo is shown to be put up on the criminal's display board, and credits roll.
